Adolescents have taken part in health and wellbeing activities, leadership and advocacy, youth councils and parliaments, improvements to services and public spaces, festivals, film-making, hackathons, digital bootcamps and learning exchanges.

Our Outcomes

Adolescents strengthen their knowledge, skills and confidence

Adolescents build the capabilities to improve their wellbeing, make informed choices and influence the issues that affect them.

3,000+ adolescents reported stronger knowledge, skills or confidence in areas including leadership, communication, advocacy, digital literacy, human rights and local governance.

Adolescents have greater influence over decisions

Adolescents gain meaningful opportunities to raise their priorities, contribute to decisions and hold duty bearers to account.

39 youth participation mechanisms were created or strengthened, including youth councils, adolescent parliaments, governance councils, alliances and policy forums.

City governance becomes more responsive

City actors increasingly listen to adolescents, involve them in decisions and act on their health and wellbeing priorities.

34 changes in city policies, plans, budgets or ways of working were reported, including new participation processes, budget commitments and changes in how city actors engage with adolescents.

Services and public spaces better meet adolescent needs

Services, facilities and public spaces are created or improved in response to priorities identified by adolescents and communities.

36 services and spaces were created or improved, including health facilities, mobile health units, mental health and child-protection services, safer public spaces, Wi-Fi points and local safety initiatives.

Evidence and collaboration strengthen action

Public institutions, civil-society organisations, researchers and other partners use evidence and learning to improve action on adolescent health and wellbeing.

At least 6 examples of evidence use had been identified by November 2025. These included evidence informing city plans and programmes, generating interest in replication and supporting shared learning. Further examples will be explored during HCA-II’s final year.
