How we understand impact

HCA-II works across different cities and contexts. Projects therefore measure changes that are relevant to their work rather than using one identical set of indicators.

At programme level, we bring this evidence together to identify shared outcomes, patterns, barriers and factors that support change. We combine project evidence with programme-wide reflection, participatory learning and stories of change.

This helps us understand not only whether change happened, but how, why, for whom and in which contexts.

Participatory learning

Across the programme, adolescents and local partners lead reflection, evidence generation, analysis and learning.

One way we do this is through youth-led Participatory Video Most Significant Change (PVMSC), which brings together storytelling, collective reflection and video-making. Adolescents share stories of change, discuss which changes feel most significant, and help decide how those stories should be told.

This shifts power in evaluation towards adolescents, valuing their knowledge, judgement and lived experience in deciding what change matters and how it should be understood and shared. It also strengthens local skills in evaluation, reflection and storytelling.

Strengthening MEL capacity

HCA-II supports project teams, local partners and adolescents through guidance, coaching, training, peer exchange and collaborative sensemaking.

The aim is not only to strengthen programme evidence, but to help partners use it for their own decisions, learning and advocacy.
